Our future homes at Mount Hawthorn

Community Housing Limited (CHL) has received approval to deliver a new mixed-use social (Band A) and affordable (Band B) housing development at Oxford Street, Mount Hawthorn.

The development will provide 48 apartments, comprising 29 one-bedroom and 19 two-bedroom homes, in a well-connected location close to shops, services and public transport. The site is on the corner of Oxford Street and Anzac Road in the Mount Hawthorn shopping precinct on land currently occupied by a vacant single-storey commercial premises. Purpose-designed for social and affordable housing, the development will include resident amenities including a rooftop terrace, landscaping, car parking and bicycle parking. Once complete, CHL will manage the homes, building, grounds and day-to-day tenancy matters.

Project updates

  • At the end of February 2026, CHL submitted an application to the City of Vincent to amend an approved mixed-use development at Oxford Street, Mount Hawthorn.
  • The site already held a 2022 approval for a different mixed-use development. The amended DA revises that approval, reducing the building height, updating the apartment mix, removing the basement and changing the parking, bicycle facilities, landscaping and the ground-floor interface.
  • The amended DA was publicly advertised by the City of Vincent as part of its standard assessment process. Submissions received during advertising were considered before the City recommended approval to the Metro Inner Development Assessment Panel (DAP).
  • The DA amendment has now been approved through the statutory planning process, an important milestone that allows the project to move into detailed planning, delivery requirements and construction readiness, subject to approval conditions and any further approvals required.
  • Main works construction is currently expected to begin before the end of 2026, subject to approvals, with early works also being considered.
  • Matters raised by community members during the DA process were considered as part of the statutory assessment and will continue to be managed through approval conditions, construction planning and CHL’s long-term property and tenancy management role.
  • CHL will provide ongoing updates as the project progresses and will notify nearby residents and businesses ahead of demolition, site establishment, early works, construction activity or any temporary changes to traffic, parking, pedestrian access, waste collection or adjacent public areas.

Oxford Street, Mount Hawthorn design

Sitting on a prominent corner at the entrance to the Mount Hawthorn shopping precinct, the development has been designed to complement the local streetscape and sit comfortably alongside neighbouring properties.

Compared with the previously approved scheme, the revised design reduces the building height from eight storeys to seven, increases setbacks from homes to the east, and introduces deeper upper-level setbacks and recessed balconies to reduce visual bulk. The architecture draws on Mount Hawthorn’s heritage character through brickwork, light-toned render and metal detailing.

The apartments are purpose-built for social and affordable housing, with one and two-bedroom layouts arranged across Levels 1 to 6. There are no apartments at ground level. At street level, the building includes an entrance lobby on Oxford Street and a small office. Vehicle access will be from Anzac Road only, with the existing Oxford Street crossover removed to improve pedestrian amenity and the streetscape.

The development includes 29 car bays, 24 bicycle bays and a dedicated bicycle maintenance area. The reduced parking provision reflects the site’s highly accessible location, close to frequent bus services on Oxford Street, Leederville train station and on-site cycling facilities.

Residents will have access to a rooftop terrace, indoor communal spaces and a small public garden. Landscaping will retain existing street trees and introduce native and drought-tolerant planting, climbing vegetation, raised garden beds and water-efficient irrigation. Sustainability features include high energy-efficiency standards, rooftop solar and an all-electric design with no gas connections.

Our future tenants

Oxford Street, Mount Hawthorn, will house a mix of eligible households in social and affordable housing.

Social housing (Band A) will be made available for households on very low incomes who may find it hard to access or sustain private rentals. Affordable housing (Band B) will be made available to people on low to moderate incomes including key workers who need to live close to jobs, education, public transport, shops and services.

Social housing (Band A) will be allocated to people on the WA Government’s Joint Wait List in accordance with eligibility criteria. CHL will manage the affordable housing (Band B) allocation process, prioritising a diverse resident mix and, where policy permits, local key workers and applicants with ties to Mount Hawthorn and surrounds to support a balanced, inclusive community.

Expressions of interest will open closer to project completion. CHL will have an ongoing role in operating the homes with long-term responsibility for the building, grounds and day-to-day tenancy and property management.

Community Housing Limited (CHL) is appointed as the community housing provider responsible for the long-term operation of the homes, including tenancy services and property management, such as maintenance of the building and grounds.

The development is being delivered through a partnership that brings together community housing expertise, government support and specialist private sector capability. Key project partners include development manager Corbel Property and the design team of Plus Architecture, Lateral Planning and Tim Davies Landscaping.

CHL is the community housing provider for the project and will be responsible for the long-term operation and management of the homes.

Community housing providers (CHPs) are not-for-profit organisations that own, deliver and/or manage social and affordable housing, providing homes for people in need. In Western Australia, CHPs are required to operate under the Community Housing Regulatory Framework. CHPs collectively manage more than 120,000 homes across Australia, with around 55,000 more in the pipeline.

As Australia’s largest regulated community housing provider, CHL manages more than 12,000 properties for over 20,000 customers across Australia, with offices represented in all States and the Northern Territory. CHL brings more than 30 years’ experience in property development, tenancy and property management, asset management and community engagement.

The site occupies a prominent corner location at the entrance to the Mount Hawthorn town centre shopping district, where planning policy encourages greater housing choice and increased residential density close to shops, services and public transport. The development has been designed to respond sensitively to its surroundings while supporting these planning objectives.

Public submissions during the DA advertising period raised themes related to building height, scale and density, neighbourhood character, traffic and parking, public transport capacity, pedestrian and vehicle safety, waste collection, noise, rooftop and balcony use, visual privacy, landscaping, streetscape activation, construction impacts, tenant allocation, social and affordable housing, long-term management and safety and antisocial behaviour.

These submissions helped the City of Vincent and the DAP test the proposal against the planning framework, consider technical advice and identify matters for the approved design, approval conditions, detailed design, construction planning or future operational management.

Some matters have already been addressed through the approved design, including the reduced height, revised dwelling mix, removal of the basement and changes to parking, bicycle facilities, landscaping and the building interface. Others will continue to be managed through approval conditions, detailed design, construction management planning, traffic and access planning, neighbour communications and CHL’s operational processes.

Oxford Street, Mount Hawthorn, includes 29 car bays, 24 bike bays and a dedicated bike maintenance area. The number of car bays reflects the siteโ€™s central and walkable location, its proximity to Leederville train station and frequent bus services along Oxford Street, and the cycling facilities included in the design. Vehicle access is from Anzac Road, with no Oxford Street crossover.

The 29 car bays comprise 24 resident bays, four visitor bays and one office bay. The traffic assessment prepared for the development concludes it is not expected to have a significant impact on the surrounding transport network.

Parking allocation, visitor parking, bicycle storage, waste collection, vehicle access and resident travel information will be managed through approval conditions, detailed design and CHLโ€™s property management approach.

Traffic, parking, vehicle and pedestrian access, construction traffic, hoarding, noise, dust, vibration and work hours will be addressed through detailed construction planning and set out in a Construction Management Plan before works commence.

Given the site’s location within an active local centre, construction planning will consider business access, customer and pedestrian movement, deliveries, waste collection, on-street parking, signage and advance notice of works affecting the local business interface.

The approved design has no basement, meaning significantly less excavation than the previously approved scheme, which included two basement levels.

Oxford Street, Mount Hawthorn, will provide social (Band A) and affordable (Band B) housing for a mix of eligible households, including people on very low incomes, as well as eligible key workers on low to moderate incomes who need access to jobs, education, public transport, shops and services.

Access to safe, secure and affordable housing provides a strong foundation for wellbeing, helping people focus on their families, health, education and employment while enabling them to participate more fully in community life.

Social housing (Band A) is developed for people on very low incomes who may find it difficult to access private market housing. Social housing can be managed and owned by both government and community housing providers, like CHL.

With a significant shortage of social housing in Australia, places are allocated to people who are on the WA Governmentโ€™s Joint Wait List, based on housing need and a range of other eligibility criteria including age, WA residency, Australian citizenship or permanent residency status, income and assets. Social housing (Band A) rents are based on income affordability.

Affordable housing (Band B) is designed to support eligible households to alleviate housing stress by offering affordable rents based on income. Affordable housing (Band B) provides opportunities for low- to moderate-income households to live in well located areas close to jobs, transport and services where they would otherwise be excluded by high private market rents. This can include housing for key workers, such as hospitality, retail and other key workers.

Social housing (Band A) will be allocated to people on the WA Government’s Joint Wait List in accordance with the Community Housing Allocations Policy and eligibility criteria. The affordable housing (Band B) application and allocation process will be run by CHL, with expressions of interest opening closer to project completion.

The allocation process will seek a diverse resident mix and, where permitted, may consider local key workers and people with connections to Mount Hawthorn and surrounding areas.

CHL will have a long-term role in operating the Oxford Street, Mount Hawthorn, homes with responsibility for tenancy and property management. This includes planned maintenance, routine safety servicing, contracted cleaning, waste management, landscaping and responsive repairs, delivered through suitably qualified contractors and service providers.

CHLโ€™s resident management services provides 24/7 Contact Centre (1300 245 468) for urgent and after-hours matters. Regular inspections of common areas, building services and external grounds will help identify maintenance, safety or presentation issues early, while and tenancy services help maintain a safe, well-managed community and encourage positive neighbour relationships.

Safety has been considered through the design, including secure access, lighting, active street-level uses and clear visibility in shared areas. Residents will be required to meet tenancy obligations relating to behaviour, property care and consideration of neighbours, and CHL has established complaints and tenancy management processes to respond to any concerns.

CHL also works with partners to build diverse, integrated communities, offering programs that support wellbeing, social connection and opportunities for participation, employment, education and skills development. CHL operates in accordance with all relevant legislation, policies, privacy requirements and regulatory obligations, with resident and community safety and wellbeing as its priority.

CHL will manage the project’s delivery, including working with the community at key stages and providing regular updates to local residents and stakeholders.
