Our future homes at Court Place

Community Housing Ltd (CHL) is the preferred proponent to develop, own and operate 447 new affordable and social homes at Court Place, Subiaco, with support from the WA Government and the Commonwealth’s Housing Australia Future Fund (HAFF).

The Court Place project is part of the state government’s broader Subi East Redevelopment area which will deliver around 2,700 new homes over the next 20 years across multiple precincts within this prime Perth location.

Court Place is the main affordable and social housing site in Subi East, helping deliver housing diversity across the precinct. The proposed project includes 300 affordable and 147 social build-to-rent apartments.

This development will include local retail spaces and amenities, alongside landscaping that suits the conditions of the area.

The State Government has been investing in housing and homelessness measures since 2021 to increase affordable and social housing supply across the state, of which Court Place is one of.

Court Place is a 1.08 hectare site north of Subiaco Oval at the corner of Court Place and Subiaco Road, located adjacent to West Leederville Station. It is approximately 4km from Perth CBD and is close to public transport (West Leederville Station), education, employment and other services.

Construction is currently expected to begin by the end of 2026, subject to approvals, with an expected completion date in late 2028.

Project updates

  • Following a competitive process, CHL was selected as the preferred proponent to develop, own and operate Court Place and is responsible for project planning and delivery.
  • At the end of January 2026, CHL lodged a Development Application (DA) with DevelopmentWA in accordance with its responsibilities under the Metropolitan Redevelopment Authority Act 2011 for assessment.
  • DevelopmentWA will publicly advertise the proposed plans and supporting information for the community to review and provide comment between 17 February and 12 March 2026.

Court Place design
The project design is guided by the Subiaco Oval and Railway Precinct Design Guidelines (October 2021), which establish design objectives and acceptable outcomes for developments within the precinct and require high‑quality, context‑responsive outcomes that respect the local character and history of the area.

CHL has been engaging with the City of Subiaco during the planning and design phase for Court Place. While no detailed design has been approved yet, CHL is proposing a well planned development that includes smooth height transitions between buildings and reduces overshadowing.

The design, supported by DKO Architecture, focuses on creating a building that integrates with the surrounding community, while creating a sense of place and belonging.

As the key northern entry into the Subi East precinct, Court Place will be pedestrian friendly, with a streetscape. The design uses consistent materials and landscaping, focuses on long term sustainability and makes the most of the site’s location. It also aims to improve public spaces through the use of art, including bringing more activity and vibrancy to Subiaco Road and Court Place.

In our ongoing management of our developments and properties, we work with partners to create programs to enhance wellbeing, social connection and opportunities for participation, employment, education and skills growth for our tenants.

Our future tenants 

Court Place will provide rental homes for a diverse community of people as part of the WA Government’s Subi East Redevelopment precinct.

A mixture of affordable and social homes will be available at Court Place, with social housing being made available for households on very low incomes who may find it hard to access or sustain private rentals.

Social housing rent is based on income affordability and will be allocated to people on the state government’s social housing waitlist in accordance with need and eligibility.

Court Place’s 300 affordable homes will be available to people on low to moderate incomes, prioritising local key workers, such as police, nurses, teachers and others who need to live close to jobs, education and services. The affordable housing application and allocation process will be run by CHL in accordance with State Government and Housing Australia requirements based on clear eligibility criteria, with expressions of interest opening closer to completion.

Our impact

Court Place will increase the supply of affordable and social homes in a well-located inner-city area, supporting people who are otherwise priced out of the City of Subiaco and helping to foster greater diversity and community outcomes.

The development will help support local businesses and services by housing workers close to where they work and study, in addition to delivering active commercial ground floor uses and a well-designed public realm.

The project is intended as a demonstration of high quality, affordable and social homes in WA, showcasing the benefits of community housing and the creation of diverse, integrated communities.

What is Court Place Subiaco?

Court Place is a new affordable and social housing development within the WA Government’s Subi East precinct, located on a 1.08‑hectare site north of Subiaco Oval at the corner of Court Place and Subiaco Road.

It will deliver around 447 new apartments (300 affordable and 147 social) and local retail spaces and amenities, to be developed, owned and operated by CHL with support from the WA Government and the Commonwealth’s Housing Australia Future Fund (HAFF).

The site previously had social housing, these homes was demolished in 2023 as part of the Subi East redevelopment project, as they were no longer fit for purpose Construction is currently expected to begin by the end of 2026, subject to approvals, with an expected completion date in late 2028.

The Subi East precinct redevelopment will deliver around 2,700 new homes over the next 20 years. This includes:

  • around 1,000 homes at The Oval (including the 447 affordable and social homes proposed within the Court Place project)
  • around 1,000 new homes across six apartment sites at 1909 Subi East
  • around 700 homes at the Railway Precinct.

DevelopmentWA leads the planning and delivery of the broader Subi East Redevelopment area and also serves as the planning and decision-making authority through the Metropolitan Redevelopment Authority (MRA) under the Subiaco Redevelopment Scheme No. 2.

With more than 30 years’ experience in social and affordable housing, CHL is recognised for its national reach and local connections, working with partners, government, communities and industry to embed social impact, enable growth in new homes and advocate positive change for those in need.

Social homes are provided to support people on very low or no income who may find it hard to access or sustain private rentals. Social housing can be managed and owned by both government and community housing providers. With a significant shortage of social housing in Australia, places are allocated to people who are on a government waiting list, based on need and a range of other eligibility criteria with rents based on income affordability.

Affordable rental homes are designed to support eligible households to alleviate housing stress by offering a discounted market rate for their rent. Affordable housing provides opportunities for households to live in well located areas close to jobs, transport and services where they would otherwise be excluded by high private market rents. This can include housing for key workers, such as nurses, police and teachers.

Court Place will provide homes for a diverse community of people as part of the WA Government’s Subi East precinct.

Court Place will house a mix of people in social and affordable homes, including very low income and low to moderate income households. Affordable housing targets key workers, including nurses, police, teachers and others who need to live close to jobs, education and services.

Social housing allocations will be made from the State Government’s social housing waiting list, based on need and eligibility processes/criteria administered by the Department of Housing and Works. CHL cannot create a separate social housing list for Court Place.

For the affordable housing component of Court Place, CHL will run an expression of interest and registration process with published eligibility criteria in accordance with State Government and Housing Australia requirements. CHL will be aiming to attract a diverse mix of residents, with a focus on local key workers with ties to Subiaco to support a balanced, inclusive community.

People seeking social housing should apply to (or remain on) the state’s government social housing waitlist. Court Place allocations will be based upon that list.

People interested in affordable rentals at Court Place will be able to apply through CHL once expressions of interest open closer to completion in 2028. CHL will provide clear information on how to apply at that time, supported by published eligibility.

CHL will have a regular on-site presence, including an office to manage tenancies and the property and supported further by a 24/7 Contact Centre available by calling 1300 245 468. CHL will leverage partnerships across community services to connect residents to support they may need, including well being, employment, education and skills growth. CHL will facilitate community development and engagement activities to foster ‘belonging’, participation and social inclusion.

CHL operates in full compliance with relevant policies, procedures, legislation, legal and privacy obligations. Our priority is always to support the safety and wellbeing of our customers and the community, while fulfilling our obligations as a housing provider.

Subject to approvals, CHL will manage all elements of the delivery for this project with DevelopmentWA as the development partner. This will include working with the community at appropriate times, providing updates and engaging local residents and surrounding stakeholders.
