The Renewing Our Suburbs and Streets (ROSAS) program with the South Australian Government resulted in the management transfer to CHL of 807 homes across Central Northern Adelaide. The program involves the maintenance, upgrade and redevelopment of the portfolio over two 10-year plans which commenced in 2019.

The ROSAS program provides homes for South Australians of all ages and life circumstances who are eligible for social housing.
Our homes
Our ROSAS properties include a mix of 807 homes of one, two or three bedrooms. The average age of properties in the portfolio is over 35 years, with many older, detached homes on larger blocks.
48 new homes are being built to meet the modern South Australian Housing Trust building and design specifications. These homes replace 48 of the oldest and highest maintenance-cost properties in the portfolio.
The new homes feature:
- open plan living
- energy efficient designs and air conditioning
- carparking for two cars
- private outdoor spaces
These homes fit seamlessly into the surrounding streets and suburbs to create a greater sense of belonging and stronger, more diverse communities.
As part of the ROSAS program, CHL is also investing in planned upgrades which includes replacing kitchens, bathrooms, flooring and painting in many properties to improve the quality of these homes for our customers to enjoy and reduce responsive maintenance costs.

In 2017, the South Australian Government transferred 807 homes to CHL as part of the ROSAS program. Over the first ten years of the program, CHL will redevelop 48 homes that are no longer suitable for customers, rebuild 103 new homes and return 48 brand new homes for social housing. Other homes will be sold to contribute to funding the redevelopment and upgrading the portfolio to create more high-quality social housing available to South Australians in need.
The program has enabled the revitalisation of the Central Northern area of Adelaide. These homes were built in the 1950s, 1960s and 1970s. Some were no longer fit for purpose and needed to be redeveloped. The remainder required ongoing maintenance and upgrades. As part of the ROSAS program, the type and size of homes are being diversified to give people access to the right type and size of home to meet their needs.
For older Australians, it’s important to design social and affordable homes to allow ageing in place in their community. Not only does this give older Australians a quality home with the right features and accessibility to support them over time, it frees up larger social and affordable homes to help families who are waiting for the right-fit home.
CHL worked alongside South Australian Government to support the residents of the redeveloped homes throughout the relocation process. We also worked with our development partners to support the local community during the demolition and rebuild process.
