CHL is part of the Building Communities consortium working on Homes Victoria’s Ground Lease Model (GLM) projects. Together with Tetris Capital, ICON and Housing Australia, we are proud to be involved in this innovative and partnership approach to delivering more social housing across Victoria. The GLM1 program has revitalised three housing sites to replace homes that had aged and no longer met current design standards. It will deliver 1,370 new social, affordable and market rental homes that are modern, accessible and energy efficient. The redevelopments that were completed at Bangs Street, Prahran, New Street, Brighton and Victoria Street, Flemington in early 2024 have also delivered improved new open spaces for their local communities.

Our customers

Bangs Street, Prahran and New Street, Brighton provide social and market rental homes for a range of Victorians of all ages, including people on the social housing register and people in private market rentals.

Victoria Street, Flemington provides social and affordable homes for both people on the social housing register and households who may be eligible for discounted market rates for their rent. Affordable housing provides opportunities for households to live in well located areas close to jobs, transport and services where they would otherwise be excluded by high private market rents. This can include housing for key workers, such as nurses, police and teachers.

Our homes

The innovative Ground Lease Model 1 project delivered 1084 newly-built homes across three sites in metropolitan Melbourne, with all featuring:

  • 5 green star rating and 7-star Nationwide House Energy Rating Scheme (NatHERS) rating – making them more efficient to heat and cool
  • New communal green and indoor spaces for customers and the local community
  • On-site management.

Bangs Street, Prahran

The property has 434 homes across a mix of studio, one, two and three bedrooms, including:

  • 228 social homes
  • 195 market rental homes
  • 11 Specialist Disability Accommodation homes
  • 100% Silver Standard*
  • Lift access
  • Sizes ranging from 37m2 studio apartments to 122m2 townhouses, featuring open plan living and many with a parking space and a balcony or courtyard
  • 1,500m2 open green community space.

Bangs Street, Prahran is 5km from Melbourne CBD, close to Chapel, High and Greville Street, a shared pedestrian and cyclist pathway, and other transport options, such as Prahran and Windsor railway stations, tram and bus routes. It’s located with easy access to amenities, such as hospitals, schools and universities, fitness facilities and gardens, supermarkets, employment and support services as well as great dining and retail precincts.

New Street, Brighton

The property has 291 homes across a mix of studio, one, two and three bedrooms, including:

New Street, Brighton is in the City of Bayside, 9km from Melbourne CBD. It is close to Elsternwick Railway Station, tram and bus stops, Elwood Pier and the Bay Trail cycling path. Schools, childcare, healthcare services and other essentials are close by, as well as shopping and dining precincts.

The property is designed to provide a calm and open environment with a strong connection to community, wellbeing activities and nature, including a community pavilion, Elsternwick Park, sports clubs, Elster Canal path and Elwood and Brighton beaches.

Victoria Street, Flemington

Victoria Street, Flemington is 4km from Melbourne CBD and in walking distance to Flemington Bridge and Newmarket train stations, trams, bus stops and pedestrian and cycling pathways. Schools, universities and major healthcare precincts are close by, as well as a range of supermarkets, dining and retail precincts near Kensington Village. This area has lots of natural spaces, sport and recreation as it is close to the Maribyrnong River, Merri Creek, Royal Park, Capital City Trail cycling path, and Melbourne Zoo.

Our impact

The GLM1 project is contributing to the transformation of Melbourne’s social housing neighbourhoods. For decades, Melbourne’s social housing high-rises provided a home for thousands of Victorians. As communities grow and change, these buildings are struggling to meet the needs of current and future residents. From accessibility challenges to outdated infrastructure, these high-rises no longer support safe, comfortable and modern living.

We have transformed 445 old public housing houses to deliver 1084 new homes, of which 619 are social housing and more than 259 affordable housing homes. The GLM1 properties are designed to create a sense of community, with spaces and activities focused on wellbeing for the diverse communities that call it home, including shared vegetable gardens, outdoor spaces, parks, recreational areas and more.

Across all three GLM1 sites, there is an on-site CHL office to provide tenancy and property management to our customers. Our Community Development work is focused on nurturing a sense of connection and belonging for our customers and our local communities. We work with a range of community groups and other partners to provide community events, enable interest groups, offer education and training and connect more vulnerable residents with services and supports relevant to their needs.

*Homes accredited as Silver, Gold and Platinum Standard as part of the Liveable Housing Design Standard have design elements to enhance functionality, liveability, comfort and accessibility.
