Our future homes at King William Street, Bayswater
Community Housing Limited (CHL) has lodged a Development Application for a proposed mixed-use social and affordable housing project at 7–11 King William Street, Bayswater.
If approved, the project would deliver 72 new social (Band A) and affordable (Band B) homes, made up of 36 one-bedroom and 36 two-bedroom apartments. The proposal also includes ground-floor commercial space along King William Street, a CHL office, shared spaces for residents, onsite carparking and bike stores, landscaping and a dedicated pedestrian connection between the King William Street and the rear lane.
The site is in a highly walkable location within the Bayswater town centre, less than 100m from Bayswater Station, local shops, services, schools, public open space and bus routes.
The site comprises three separate lots, currently occupied by a vacant former grain store, a single-storey dwelling and a single-storey commercial building. These properties together form the proposed development site. If approved, the existing buildings would be removed to allow the new mixed-use social and affordable housing development to be built. The project’s heritage response, including archival recording, interpretation and reuse of original materials in the landscaping and King William Street facade, is addressed as part of the Development Application.
The project is currently in the planning and design phase. If approved, detailed design will continue before any construction begins. A Construction Management Plan will be developed to address matters such as construction hours, noise, dust, traffic, access and communication with nearby properties.
Subject to approvals, site works are expected to commence in Q3 2026, followed by main construction in early 2027, with an expected completion date in mid-2028.

CHL invites community members and local stakeholders to an online webinar about the proposal for 7–11 King William Street, Bayswater. The webinar will provide an overview of the proposed social and affordable housing project, including the design approach, CHL’s role as a community housing provider, the proposed homes and ground-floor uses landscaping and public realm elements and the planning and engagement process.
The project team will also answer questions from the community.

Development Application process
- The project is in the planning and design phase following lodgement of a Development Application with DevelopmentWA in early May 2026.
- DevelopmentWA will assess the proposal under the METRONET East Redevelopment Scheme.
- DevelopmentWA will publicly advertise the proposed plans and supporting information for the community to review and provide comment between 29 May and 18 June 2026.

Jacaranda tree relocation
- The landscape proposal includes relocating the mature jacaranda tree at the rear of the site to a more prominent position near King William Street with the support of qualified and experienced arboriculture services to undertake the tree relocation.
- Mature tree relocation requires careful preparation well before the actual move to help support the tree’s health and give it the best chance of being safely relocated.
- Early preparation work has begun on site to support the planned relocation later this year. This preparation work is separate from the construction package, which would remain subject to the relevant project approvals.
- This work is being undertaken to give the tree the best chance of being safely relocated. This includes preparation of the root ball, irrigation, monitoring and ongoing maintenance over a 6-month period.
- The relocation is currently estimated for late 2026, subject to root growth, weather conditions and the project approvals process.
King William Street design
The project design is guided by the METRONET East Bayswater Project Area Design Guidelines, which set expectations for new development in the precinct, including how buildings respond to local character, streetscape, access, heritage and amenity.
The proposal has been designed for its town centre location on King William Street. It includes a nine-storey mixed-use building, with ground-floor commercial space and residential apartments above.
At street level, the design includes active frontages, clear entries, planting and landscaping to support a more open and welcoming streetscape. The proposal also includes a pedestrian connection through the site between King William Street and the rear right-of-way. This is intended to improve movement through the site and create a more active connection with the surrounding town centre.
The current proposal includes 24 on-site car bays, including one accessible bay, three motorcycle bays, 32 secure bicycle spaces and 10 public bicycle spaces on King William Street and the right-of-way. The number of car spaces reflects the site’s central, walkable location, its proximity to Bayswater Station and bus services and the cycling facilities included in the design. Vehicle access is proposed from the rear right-of-way to reduce impacts on King William Street.
The design also responds to the site’s local heritage context. If approved, the project would include measures to recognise the history of the site, including archival recording, interpretation and reuse of original materials where feasible.

Our future residents
King William Street, Bayswater will house a mix of eligible households in social (Band A) and affordable (Band B) housing.
Social housing (Band A) supports households on very low incomes who may find it hard to access or sustain private rental housing. Affordable housing (Band B) supports people on low to moderate incomes including key workers who need to live close to jobs, education, public transport, shops and services.
Social housing (Band A) will be allocated to people on the WA State Government’s Joint Wait List (JWL) in accordance with eligibility policies and criteria.
CHL will manage the affordable housing (Band B) allocation process, prioritising a diverse resident mix and where policy permits, local key workers and applicants with ties to Bayswater and surrounds to support a balanced, inclusive community.
Expressions of interest for affordable housing will open closer to project completion. CHL will share more information about eligibility and how to apply at that time. CHL would have a long-term role in tenancy and property management.

Our impact
The project would increase the supply of social and affordable housing in a well-located part of Bayswater.
If approved, the project would help more people live close to public transport, jobs, services, education, shops and community facilities. It would also support housing diversity in the Bayswater town centre and contribute to the ongoing renewal of the METRONET East precinct.
The proposal aims to show how well-designed community housing can contribute to the local area through good design, landscaping, active ground-floor uses and long-term housing management.
