At CHL, we work alongside customers, partners, governments and communities across Australia to create a world without housing poverty by delivering safe, secure and affordable places for people to call home and belong because every life deserves a solid foundation.
As Australia’s largest regulated community housing provider (CHP), we currently manage over 12,000 properties with more than 20,000 customers. Our organisation is represented by more than 420 people in 30 offices across all six states and the Northern Territory. We are recognised for our national reach and local presence, integrating social impact with a customer-centric approach, to enable growth in new homes and advocate positive change for those in need.
We continue to scale our impact by delivering innovative housing solutions, only made possible through collaborative partnerships, so our customers have the opportunity to thrive, belong and access a place to call home.
Our capabilities
Our end-to-end capabilities include tenancy and property management, asset management and facilities maintenance, community engagement and development, property development, partnerships and investments, and policy and advocacy. These capabilities extend across the delivery of social and affordable housing, specialist disability accommodation and market housing.

Reflecting on the last 30 years
CHL’s history and growth
CHL is a purpose-driven not-for-profit organisation with more than 30 years’ experience in community housing. We have evolved to meet the urgent and growing housing needs in Australia and established an expansive operational footprint supporting more communities and customers with their unique housing challenges.
As part of our evolution, in 2016 we established Aboriginal Community Housing Limited (ACHL), alongside First Nations communities. Since then, ACHL has become an independent organisation and the only national Aboriginal and Torres Strait Islander CHP. CHL is proud of this example of self-determination and leadership and we will continue our commitment to reconciliation, walking alongside ACHL.
We are equally proud of our history delivering housing solutions internationally in Asia, Africa and South America, contributing to our vision of a world without housing poverty. CHL’s international operations now include an office in Indonesia. Our commitment to addressing housing challenges internationally will also continue through the Steve Bevington Foundation, which is currently being established in dedication to the memory of our organisation’s founder and former Managing Director.
As Australia’s largest community housing provider, our scale comes with a commitment to the communities we serve and to the industry as a whole – to keep setting a high-quality standard and ensure more people have the security of a place to call home. We exist to create more than houses – we know a home is the foundation for the belonging, stability and dignity that every life deserves.
Strategic Plan

Our 2024-27 Strategic Plan supports our vision for a world without housing poverty. Putting people first is central to the plan and our work to create stronger, more connected communities across the country.
We aim to be an employer of choice, that delivers efficient and effective services, contributes to solutions through innovation and research, and manages our organisation with discipline to create meaningful change at pace.
The four pillars of our Strategic Plan are to improve customer wellbeing, strengthen our culture and support to our people, promote corporate sustainability and good governance, and broaden our influence to improve housing outcomes.
