CHL manages a diverse portfolio of almost 5,000 social housing, affordable housing and specialist disability accommodation across nsw, from bega in the south to Lismore in the north.

We provide services to people seeking housing assistance on the mid north coast, including access to temporary accommodation and a range of private rental assistance, such as providing long-term secure rental tenancies for people who pay subsidised market rate*. (Please refer to the CHL Rent Setting Policy for more information.)

As an alternative to private rental, our services ensure that people who have low incomes can find a dependable housing arrangement so their children can attend the local school, the parent or parents can maintain employment or study, and the family can generally have enough money to live on.

Currently, CHL NSW manages 2,862 properties with 34% of our tenants elderly, 20% of our tenants from Aboriginal or Torres Strait Islander backgrounds and 34% of our tenants people with disability.

We serve customers from our offices in Port Macquarie, Kempsey, Coffs Harbour, Taree and Parramatta, as well as through outreach and community-based services. We also have specialist workers on staff so customers can choose to speak to a youth specialist or Aboriginal specialist.


Customers can apply for social housing through the following ways:

  • Via the phone by calling the Housing Contact Centre on 1800 422 322.

Partnership with other organisations and communities

CHL’s success in delivering sustainable and positive outcomes for tenants and building stronger communities is only possible by working collaboratively with our many partner agencies.

CHL currently has over 50 formal partnerships in place in NSW. Our partnership agreements vary in type and nature but generally CHL provides or manages the housing in which the partner agency provides the support.

We also work in partnership with local communities. Through investing in our community development approach we foster strong, sustainable communities, build individual and community capability, and empower people to achieve their aspirations through locally determined projects.

We continue to pursue opportunities to grow and diversity our operations through major government tenders, partnerships with community organisations and feed for service activities.

All our service delivery and business development activities are informed by our social impact framework. The framework recognises that safe, affordable, suitable, quality housing gives people stability to build their life and community.

Social Housing Management Transfer Program

Management of over 1,300 tenancies on the Mid North Coast transferred to CHL from the Department of Family and Community Services (FACS) in November 2018. In addition, CHL is now responsible for responding to people seeking housing assistance with the region.


Customers in the Port Macquarie Hastings, Kempsey and Nambucca local government areas who need housing assistance can now access a range of services directly from CHL. To access these services, you may need to meet eligibility criteria. You can find this out by contacting us on the number below or visiting one of our offices. These services include:

  • Tenancy Facilitation – information and practical assistance to search and apply for private rentals and access to other products as below
  • Rentstart Bond Loan – assistance with paying a Bond (repayable)
  • Rentstart Assistance – financial assistance to set up or maintain private rental housing
  • Advance Rent – assistance to access safe housing as a grant
  • Tenancy Assist – to prevent or help with rental arrears
  • Tenancy Guarantee – to help people who don’t yet have a private rental history
  • Temporary Accommodation – referral to specialist homelessness services and provision of short term accommodation
  • Private Rental Brokerage Service – tailored support to access private rental
  • Private Rental Subsidy – for priority approved clients with a disability or other priority needs whose current housing is unsuitable/at risk
  • Rent Choice – time limited private rental subsidy for veterans, youth and those experiencing domestic violence.
