CHL appoints new State Managers in NSW and SA

Newly appointed State Managers for Community Housing Ltd’s (CHL) operations, Dr Lucy Burgmann and Gary Storkey have already hit the ground running in their respective States of New South Wales and South Australia.

Dr Lucy BurgmannLucy is a public policy and organisational strategy expert, with a wealth of experience in fields including treasury, education, infrastructure planning and healthcare. In particular, Lucy has significant experience assisting the growth and development of social and affordable housing.

She joined CHL as State Manager NSW in 2016, from Elton Consulting where she was Housing Practice Lead. Her previous roles in the housing field include: CEO of the NSW Federation of Housing Associations, the peak body for community housing providers; Chairperson of the Community Housing Federation of Australia; and Manager of Government and Community Relations, Affordable Housing Solutions.

In her diverse housing roles she has led the development of innovative affordable and social housing policy settings, delivered complex affordable housing projects, and provided expert advice to private, community and public sector organisations pursuing growth.

Lucy is passionate about helping organisations to make strategic decisions and to demonstrate accountability to their stakeholders. Lucy has a PhD from the University of Sydney and is a Graduate Member of the Australian Institute of Company Directors. She serves on the Board of Shelter NSW, and is President of Triathlon NSW.

 

Gary Storkey

Prior to joining CHL, Gary has been instrumental in establishing Common Ground SA Ltd (a CHP for Homeless people), the Credit Ombudsman of Australia (regulating the Mortgage Brokers industry) and HomeStart Finance.

He was CEO of HomeStart Finance, a commercially managed Statutory Authority, for 20 years. HomeStart was one of the most successful government mortgage lenders in the country providing around 60,000 loans and over $300 million in shareholder value.

The organisation was considered a leader in Australia in product including pioneering Shared Equity in Australia, balanced scorecard reporting, human resource management and corporate governance. One of HomeStart’s successes was its innovative Nunga Loan, a product that significantly raised Aboriginal homed ownership levels in South Australia.

“Both New South Wales and South Australia are part of new era in affordable housing that is based on public housing stock transfers,” says CHL’s Managing Director, Steve Bevington. “Lucy and Gary have a wealth of experiences and reputation for developing productive working relationships and being able to deliver outcomes. We’re very pleased to have them on-board.”

Gary has been previously involved in a number of NFP’s including being a board member of two housing providers. He remains involved in the education sector as a lecturer to MBA and BBus students.
